Who made the decision to have Orem City fill the budget deficit by cutting the ambulance, police and fire department budgets?

...I'm pretty sure the citizens of Orem did, when they insisted that their property taxes not be raised. Also note that the indicated "cut" is that they are not making additional purchases that had previously been planned.
